CANT MOVE?

I get on league to play some AD carry and all of a sudden I realize I cant move at all. I click on my map to move but their is a stall between the click and the time it takes for my champion to run to that designated spot. Then I go to lane, and I click on a minion and my champion decides to chase the other AD carry. This is not right. I cant kite, I cant even move, I have to click an extra 3 or 4 sometimes to get the movement command off some times. I have my right button programmed to "attack move" but even before I keybinded this feature, this problem was existing. Any ideas on how to fix? Id like to play league again.
