[GAMEPLAY] Storm Raiders Surge Won't Proc

I just got done playing a pathetic game with trolls (double mid, no supp) and to make things worse, my storms raiders surge would not proc after I ulted a TF as Lucian. That was one occasion. There was multiple ults that would not proc it. Ulted a Garen, nothing. Karma, nothing. Ashe, nothing. All of which brought their healths down SUPER low. More than enough to proc it. FIX!
