Cant change summoner spell

Blind pick on Summoners rift, was unable to switch summoners spell. was suppose to jg couldn't get smite, was super frustrating for everyone. Odd things that i noticed champ selection seem to take a long time to load, it seemed laggy, i was able to change runes but when i clicked on the spells it made the noise like it opened but nothing happened. I had noticed the ui for champ selection acting similarly laggy in previous matched but i didn't need to switch spells so i don't know if it was a problem that persisted thru multiple matches.
