Blitz grab lands but fails to pull enemy champ to him.

During gameplay as LeBlanc, i was on the other side of a wall spamming /laugh at the opposing Blitzcrank. He then landed his hook (sound went off) but it did nothing but hold me still for a second. I laughed, walked forward, then laughed again in a short time span. After walking and right before/as i laughed the 2nd time is when this happened. Tried to repeat in the same game but the timing is very specific it seems.

Yes, this indeed a real bug (or may be intended). I play Blitz a lot, and if the enemy is moving just at the right time or casting the grab (or sometimes not for any reason at all) will bring the enemy a tiny distance closer (like one step) and 'stun' the enemy and stun Blitz for maybe 0.5 seconds, but it won't pull any significant distance - this has cost me a lot of kills and got me killed a couple times that the 'self stun' lasted like 2 seconds or sometimes pulled me farther toward the enemy than the distance the enemy was pulled to me.

I'm not sure if it's a bug, it happens often enough to make me think it may be intended, but not so often which makes me think it is just a bug they don't know how to fix because it happens in such rare circumstances.

It seems to happen very often in bot matches, and only rarely in actual PvP, so that could be why it's not a big concern to them. It's happened often enough to me though I'd be very surprised if Riot didn't know about this bug.. but then again it's been like 1 year 3 months since I started playing and this bug has always existed for me.

If it happened any more often than it already does then I wouldn't play Blitz. Some players have actually called me noob because 'fail grab' because I landed a grab and it glitched and didn't pull.
