[GAMEPLAY] Shyvana's E does not work at melee range during her ultimate.

When using Shyvana's E in Dragon Form, it will not register on any enemy directly in front of her. This is a massive problem, because her entire pattern of play relies on initiating with her ultimate into the range that E fails to work, and her E is a huge source of her sustained damage output.

To reproduce, simply go into a bot game and try using her ult onto bots and then following it up with E either immediately or after a couple of autoattacks. It will frequently pass through them, though not 100% of the time as it does depend on exactly how close you are. It's easy to tell whether it hit or missed based on whether the enemy is marked for 5 seconds.

This bug never happens in her normal form. It seems like the hitbox of the cone in dragon form starts too far forward and doesn't match up with the skillshot display cone at all.
