Client won't open unless I disconnect my internet

I don't know if anyone else has this issue, pretty much my client won't open unless I literally unplug my ethernet from my PC. Happens both with the NA client and Garena client. I've tried just about everything at this point, uninstalling, reinstalling, permissions, running as admin, deleting folders, etc. Anti virus isn't the problem here. Any idea on what to do? Literally just trying to play TFT
