Black screen in promos...

I just queued up for a Ranked solo queue game, I'm in a promotion series for Plat 1, I've never been Plat 1 before so it's a big deal for me. As soon as I enter champ select I see that I am first pick, suddenly the screen goes black and says "retrieving data from server" Now I have to effectively dodge this counting against my promos. This is very frustrating. I've never had a problem during the champion select screen, and am not sure why I would start having a problem now.
