Lux E not working????!!!!! [GAMEPLAY]

As you can see, there has been bug because of unable to cast singularity i.e lux's E skill. The problem started going 3 minutes into the game and as you can see in the video, i've been spamming E spell, i tried re-binding, i also exit the game and reconnected but didn't work. It was my ranked game. I don't expect the result to be loss forgiven, i just wanted to make people aware of the current bug and because lux is not disabled in ranked games. I checked with other people and the bug is random meaning not all players experienced it but quite a few people did.
