[Gameplay] Frozen heart extra cdr

When you buy frozen heart, it seems that you gain an extra 10% cdr on top of the 20% the item already gives you for a couple of seconds-minutes. I was able to recreate this bug on thresh at least twice in the past two days, it only lasts for a while like I said and goes back to just the regular 20% cdr after.
