Soraka heal not working properly (Gameplay)

Was recently playing an ARAM, and I got picked as Soraka. Even with the slight nerfs I figured hey sure this'll be fun. Reading through patch notes, as Soraka, a rank 5 heal should be doing 200 or over 200 w/ AP. At rank 5, I was fluctuating between 110 and 130. Not even CLOSE to the 225 that I was supposed to be healing. This was going on the entire game.
