[Gameplay] some people in my games have -1 ap? why is this?

So i was playing a normal with my brother (his username: VG IntuiTi0n) and their goes ADC like alot of them do, around 25 minutes in i saw he had -1 AP and i didnt know why. im hoping this is a noticable bug, and im not just wasting your time.
