Garen can only sometimes attack nexus with Decisive Strike

For quite a few patches it has acted as if the nexus is not a valid target if decisive strike (Q) is active on Garen and he can only auto attack it. If you move his champion around sometimes he will be able to use his Q, but it is quite buggy and could end up costing a game if you were attacking the nexus solo.
