Download stopped at 28% on step 1/2 updating interface.

I have had league of before but my comp got wiped so I had to restart, I am on an HP with windows 8. I have had this problem before but last time I waited 5 minutes and then it worked. Now I've been waiting for about 4 hours now. I've restarted, uninstalled and reinstalled, waited. Nothing works. I don't know what to do. It just stopped downloading, and my internet is 5 bars so Its not my internet. So if anyone can help that would be very appreciated.
