Collision Issue with Minions?

I recently was playing on the new patch , in ranked, the enemy team was rapidly pushing top lane without being in it. Looking up to the second tier tower to see the minions clumped up and stuck on the tower. I thought oh, maybe it will fix it's self when the enemy minions arrived, but nothing changed as the enemy team took advantage of the bug.

Has anyone else seen this bug arise? I feel like I have seen it before.
