Annie Infinite Mana bug

Late last night, I played a game as Viktor Mid-Lane (who I main as) against an Annie Mid-Lane.

Usually this doesn't result in any problems right? Well there seems to be a bug going around (not sure how consistent it is, but this was highly frustrated), where as whenever Annie would cast a spell, she would instantly regain that mana. This happened all game, and resulted in her getting fed and me not having any chance at all. When I asked the user what was going on, he simply replied that it was a bug, and that he knew of the issue. The following is the match in which this occurred:

Annie's Q returns mana if she kills a target with it.

I would like to assume that this was something along the lines of Annie never running out of mana due to her Q which restores it upon killing a unit. Though, if you are saying that she never ran out of mana or used any of it after ALL her spell casts, that's a different matter that should be looked into.
