Bug report: Improper match ups on Twisted Treeline

Ever since the summer of Last year, I have been, for some reason matched with players who are literally Level 1 whenever, and only when, I play Twisted Treeline. They own no champions of there own and only have heal and ghost slotted in, and don't know basic mechanics of the game, such as abilities or camera moving, and I noticed many other players are also in teams of these players when they already have flash and ignite unlocked, and I am level 30, and matched with level 30's in all other game modes.
