Client loading slow

This happens almost every time i open up league, sometimes whenever i go in a game i can't even select any skins and there are delays to my runes/summ spell swaps. I tried to initiate full repairs (4 times now), Hextech repair tool uninstall, clean uninstall, force repatch, still won't fix it. Restarting my PC also doesn't fix it.
