Vi can't Q+Flash

I realized Vi can't use Flash then Q, and Flash after Q also is unavailable. please fix it

I main Xerath, and similarly he can't flash while charging up his q, it cancels the channel. I've noticed bugs that effect vi q also effect his.

This happened to me at least twice in my last game as Vi before I figured out what was going on. +1'd
