[GAMEPLAY] Kennen's Electrical Surge (W) Bug.

When playing Kennen I commonly (maybe once or twice a game) encounter a bug with his W, Electrical Surge. If you cast Electrical Surge on a target that dies before the cast time ends the skill is still put on cooldown and no damage is dealt.

How to test this out:

• Apply a mark of the storm (Kennen's passive) to a minion.
• Attempt to kill the minion with a basic attack.
• Once the basic attack projectile is about to execute the minion, cast Electrical Surge.

The basic attack will have executed the minion yet Electrical Surge will be on cooldown, have consumed energy and will not have dealt any damage.

I believe Electrical Surge was touched on in patch 4.21 to make it more responsive but this is still happening.
