Bug waiting 35 min for 20 min

have bug in ban waiting 35 min and time is blocked in min 35:47 somone help ??

Since the timer is red, I strongly believe you have leaverbuster, so 20 minutes off of that was the leaverbuster. The other 15 minutes probably come from queuing mid/top with a jungler/top depending on elo this might take longer.
