[GAMEPLAY] Surrender vote bugg

if someone reconnect in middle of the surrender vote it will get bugged soo you wont be allowed to actualy surrender.... this hapend 3 times in same game today :DDDD one person was fighting against dc problems and we fall soo far from our enemy, soo we try to surrender but it wont do it cos each time we got 2/3 surrender yes and he reconnect it will denay those 2/3 surrender votes and still ask 2/3 others will thay surrendeer..... offcorse 2/3 surrender votes are not enough... funny but true :DDD
