[Gameplay] Relic Shield not proc at lv1.

I highlighted it in game. It was in custom tournament draft mode. http://www.twitch.tv/hongchingsze/c/5386089 0:03 0:08 0:27 Those are 3 hits that should proc the relic shield. Some may argue about the first two but 0:27 is definitely a proc. I don't think there is a recent change on the item and it was behaving abnormally.
