Can someone explain this?

Ok, so i know this guy and i play league with him. He is always talking about how often he can buy champs because he gets alot of ip. The weird thing is though. He gets way more ip than me. We have completely tested it too make sure it wasn't just a one time thing. Every single time we play a match together. He always gets more ip. For example, the match we just got out of i got around 250 ip. He got around 450 ip. It has been like this since we both started league. He has always gotten more. It doesn't matter whether i do better or anything. He could completely feed and still get more. I know he is not a hacker cause i know him irl. I would just like an explanation.
