veigar e grants enemies vision of veigar [Gameplay]

if an enemy WOULD BE inside/get stunned by veigar's e, then they will receive vision of veigar. i even had it happen that an enemy outside of the e got vision. (100% reproduceable) For as far as i know only targetted abilities should reveal the champion.
