[Gameplay] Urgot Ult Does Not Blink Targets

Type of Bug: In game bug; champion-breaking

Description: All four times (used ult four times in game), I attempted to use Urgot's ultimate ability on enemy target, after the channel finished, Urgot appears to get the damage reduction buff, but the target and Urgot do not blink to each other's locations. No cleansing abilities or items on enemy team.

Expected result: "Urgot and his target to blink to each other's location"

Observed result: Channel Completes, Urgot appears to gain damage reduction buff (due to ultimate) but targets do not blink to each other's location

Reproduction rate: Unknown, occurred 4 times in single game, also observed in earlier patches, but not this often, thought you ultimate was getting canceled somehow due to movement command
