Dragonskin Corki Framerate Drop

While I noticed this issue has been discussed briefly in October after few searches, I do not see a font of information on the issue.

In short, the skin for Dragonwing Corki seems to create a massive drop in frame-rate during some of his abilities. This is particularly disabling in team fights.

I do not have any supporting evidence nor do I own the skin myself to recreate the conditions, but the effect seemed to be so exclusive and decisive in one match, that I thought I would report the issue, and see if others have come across it and/or can recreate the conditions to get this resolved.
