[GAMEPLAY] Blitzcrank R > Flash still not working on Live, but Fixed on PBE

• Description: Blitzcranks Damage hit box does not follow when he R > Flash

• Steps to reproduce: Press R and flash right after but before the ult animation for the static field shows.
• Expected result: The damage hitbox should follow.
• Observed result: The animation follows when flashing but does not deal damage or silence.
• Reproduction rate: 100%
Riot Maxw3ll had fixed this bug during the preposed changes he had over 2 months ago. It is currently fixed on the PBE but looks like people forgot to bring over the bug fix.
