[GAMEPLAY] Urgot Q always smartcasts

Hello, already posted this as a support ticket, but since I was advised to write here as well, here goes.

So long story short, it seems since 5.11 (maybe earlier) Urgot Q will always smartcast, no matter how it is bound. For reference, my current setup is so that QWER smartcasts and Shift + QWER normal casts. However, no matter if shift is pressed or not, Urgot's Q will smartcast. Also, even if I change the binding so that Q should always normal cast, it will still smartcast.

I play on both EUW and EUNE and bug happens in both places. Also, rebinding the Q ability to a different key does nothing, it will still always smartcast. I also tested multiple champions with Q skillshots to see if it was just something wrong with my own setups, but it seems it's only affecting Urgot.

Reproduction rate is 100%. The only way it doesn't get smartcast is if I mouse click the skill icon and click again to fire it. I hadn't played Urgot in a while before yesterday (as in, a few weeks or so), so do tell if it's an old bug or if it's only affecting me.
