Is Remake Buggy?

I've seen a few posts on here about remake not working if the player never connected, and now it just happened to myself. I load into game after an excruciatingly long load time where Kha'Zix spawns in the AFK zone/center of the fountain. Where he remains for the entire 15 minute game, he never bought items, never moved, and never reconnected. Even if he had connected, if the player is AFK in base for 90 seconds of the first 3 minutes aren't you supposed to get the remake option?

I don't want my LP back, just want this fixed so it doesn't happen to me or someone else in the future.
