ionian boots of lucidity reduces summoner spell cooldowns by 10% bug . It is invalid after you use the spell. （it will go back to original cooldown time ） please fix it

Pretty much true. I like having a 191 second flash for a kennen ult but this kinda just sucks.

Distortion enhancement is also bugged. It does not reduce the cd correctly. It should reduce it down to 197 sec when combined with (Ionian, mastery, enhancement). Instead, it goes up to 217 sec. When you replace the enhancement with homeguard or anything else, it goes up to 255 sec, completely disregarding Ionian.
