League champion selection bug

This was a wierd but that i just encounterd. I was just going to play a normal match 5v5 and when i accepted it the game client lagged out and had to wait like 10 seconds in a black screen when loading the lobby to champion selection. When i was choosing i was very unsure so i waited a bit to try to figure it. But when it was 10 seconds left i left the lobby and it said that i didnt choose a champ and the time ran out even though it was 10 sec left. So i had to wait 5 min untill i could play again. Is this a new feature or is it a bug?
