[Gameplay] Commands unresponsive upon start of games

I have had this happen on several occasions. When I start the game, I will not be able to use skills at all (though skill-level shortcut works fine). At first I assumed it was because I was tabbing out of the load screen until the game starts, but I have also had it happen when I stay in the load screen until the game begins. I played 4 games today, and had it happen 4 times in a row (a first for me). The usual solution is to exit game and reenter (sometimes I am forced to exit League altogether), though I do warn the team before I have to. I already lost once because of a remake (client did not load fast enough and team assumed I left), but 4 times in a row is too much for this bug to happen. I have no idea how to replicate it, I've even shut off all other apps to see if that was the cause and I had it happen on the last game anyway. Has anyone else experienced this? Resetting hotkeys doesn't help at all either.
