Yeah, his release video mentioned that not all of him is part of his hitbox.
Looks a lot like the animation was just cancelling like he was feathering the edge of the attack radius the whole time. Gotta remember that his tail isn't part of his hitbox, so the true center of his hitbox was likely right on the edge of the range. Targeted abilities iirc target the center of the champion's hitbox as the point of attack rather than the nearest edge.
The tail is not a hitbox.
