[GAMEPLAY] Jayce Shockblast Bug

Jayce can currently do both accelerated Shockblast and normal Shockblast damage with 1 skills.

If the enemy is within the acceleration gate (maybe a tad bit out) and Jayce shockblasts them, both damage parts will apply instead of one or the other. People are currently exploiting this to do extra damage.
