Thresh and Relic Shield(Gameplay)
When Thresh has relic shield, the relic shield passive sometimes doesn't work when he has e unlocked. You can repeat this by trying to execute minions at 255 health and it won;t execute the minion.

Thresh is a Ranged champion, and only melee attacks can proc the execute bonus damage. Last hitting any way will still proc the gold/heal share though.
