friend gift pool isnt large enough ??

hey guys ! i try to send rakan and xayah as gift to my friend and it tell me friend gift pool isnt large enough to receive mystery gift and i dont know what we need to do ... hes lvl 30 he dont own the champion he for sure have more than 10 or 16 champ .. and were friend for atleast 2 years .. so plz help me !

Made a similar thread a few mins ago and have concluded it is an issue with the store/Rito.. im presuming it is because this is the first time they have done this..

It was a bug. Seems to be fixed now as my gift went through.
