"Blocked from sending messages"

Recently I've been getting screwed over in blind pick and I enter a room and the send bar for chat is a grey box labeled "Blocked." This doesn't make sense since I don't have any standing chat bans and its not even in game yet. Someone tell me how to fix this because I'm tired of play jg/supp and rarely ever getting to play what I actually want to play.
