Consistent lobby D/c's

In about 1/5 of my games by lobby desyncs and when the time goes to zero the champions for that pick rotation do not get locked in and nothing happens. This can occur on any pick. If I am not kicked for not picking a champion it can resync and all the picks happen at once, usually after several minutes. The twitch stream I am listening to does not cut out while this happens so i don't think its my internet cutting out.
