Warwick E fear going off right after ult: Intended?

When Warwick uses E before ulting an enemy champion, the shield goes off as soon as he lands on him/her even though E is not pressed again.

Although his fear does trigger on his ult's victim, since the victim is already suppressed, the fear has no effect. It only is effective against other enemy units around the victim.

This seemed strange, because there is no mention on his E about his fear going off when he ults someone.

Also, his shield stays after his ult, so the damage reduction stays until the shield goes away. As you can see in the video, Warwick takes 107 damage from the tower even after the fear goes off after his ult. Normally, he would take 238 damage from the tower.

Is this intended to make Warwick less OP? I mean, fearing right away after suppress sounds OP.

Yeah, it's 100% intended. Someone asked about it in the release AMA. It's to "help WW get the ult off since others would stop it otherwise." WW damage reduction also persists.
