6.3 pick ban freeze returns...

So right after patch, I freeze on my turn to pick and can't choose character again. This was a problem I had since new champ select was put into the game, it didn't happen as frequently toward end of 6.2, but it's doing it again. Perhaps it never did get fixed. I really would like to stop getting dodge penalties for systemic faults on the other side though.
