Bug with reports and blocking someone

If you block someone, you can't report him for his bad behaviour during the game. If you report someone, the block option is marked in gray and you can't select it. I think it's a bug cause if I find someone toxic I want to report him and have him blocked if he appears on another game, but if I block him I can't notify Riot his toxic behaviour with a report.
