[Gameplay] Morellonomicon sometimes drops cdr

Morellos sometimes will randomly drop the cdr in the middle of a team fight, lingering for a few seconds after death as well. It's shown on the stats box (0% cdr even though morello is bought), and it's not only visual, the cooldowns used in that time also do not get reduced. (Noticed when ult with 56s cd had over a minute cd after use)

I get this most on Ahri in ARAM (or maybe its the most noticeable), but have also experienced with different champs and in normal SR as well. I played around with it in practice tool and found that the cd is dropped after death, but can still affect cd (eg dying after only using one Ahri ult charge, then the ult goes on cd for the full duration.) I have also noticed it dropped while still alive, but have not been able to replicate it
