Brief Character Freeze (~2 sec) Throughout ARAM Games

Since the most recent major patch, has anyone else encountered an issue where their character stops responding for a couple of seconds (the frequency is anywhere from 0 to a few times per game)? I typical would worry about my internet going out and quickly disconnecting and reconnecting, but this just feels different, as if my commands are going through, and everything else around me is still happening in real time, but my character won't move. It quickly clears up every time, and my gameplay resumes as normal.

Any thoughts, feedback, or shared common experience would be great. Thanks!
