Disabling "Allow Map Movement" Doesn't Work at Start of the Game

I have the option disabled but in the most recent patch, every single game, "Allow Map Movement" isn't disabled until I press Esc. (aka options). Only after I do so is it disabled again. A bit annoying to have to go to options every game.
