Bug Splat - Why hasn't this been fixed?

This has been an issue for the longest and it is completely random that has nothing to do with my firewall or internet connection. I would have no issues getting into a game all day and then just that one random Bug Splat and won't let you in until the game is over. I know this has been an issue for 2 seasons now and there has been no changes to fix this why? But I am sure the New and Improved Leaver Buster will see it as it's my fault and file a report against me.
