Patcher / Launcher Black Screen

Hello, I am having an issue recently where I am unable to launch the game past the initial Patcher window. I launch the game as normal, and the first window that appears remains completely black, as in the screenshot. It's unresponsive aside from being able to close and minimize it.

I have tried uninstalling the game altogether, running it with or without Administrator rights, changing the compatibility settings of either launcher .exe to every combination I can think of, including any version of Windows and disabling/enabling DPI scaling. I have uninstalled/reinstalled and updated my graphics drivers to their latest version (running Nvidia GTX 970), restarted my computer multiple times, and copied a working install of the game from a different computer. Nothing works, every attempt is the same result.

The patcher starts, and won't progress past the screen in my screenshot. Interestingly, I can put my mouse where the "Launch" button normally is, click it, and hear the sound normally heard when you press Launch. Other than that, nothing else happens.

Any help?
