Fiora Ultimate Bug

[Gameplay] Hi this is my first time reporting a bug, for I myself have never encountered one, until now. While playing the champion I discovered a problem with her ultimate in 3 of the games I have played as her. This bug isn't necessarily a common occurrence but has happened enough times to the point where it has become a problem I see as needing fixing. While playing this champion, the bug that has occurred is in the event in which I used my ultimate as fiora on a target champion. My ultimate would go on cool down, however it would not show the vital passives in order for me to actually proc the ultimate itself (the aoe heal). This bug may or may not have already been discovered by a riot employee, but if not I hope to see it fixed soon. For I am enjoying the new fiora and wish to keep enjoying with no bug occurences.
