[GAMEPLAY] hotkeys will not work randomly

Since about 7.9, I'm having some games where hotkeys fail to work, especially after I alt tab once(turning on full screen doesn't fix the issue). Occaisionally this is fixed through disconnecting and reconnecting, however sometimes that doesn't work. Incidentally, chat, spacebar, and my mouse buttons still work?

to reproduce it, I play a couple games, sometimes I just alt-tab, and lose all my hotkeys except those that aren't letters. To further clarify, they DON'T EVEN REGISTER if i attempt to rebind them, but chat still works.
