[Gameplay] Purchasing distortion enchant increased summoner spell CD

Recently played a game where I ran the insight mastery alongside lucidity boots. Upon purchasing the distortion enchant, my summoner cooldowns increased by ~5%. Removing the distortion enchant lowered the cooldown back to the original value when only insight and lucidity boots were affecting the cooldowns.
