Issue I've been having with League since patch 4.20

Since patch 4.20, my game freezes every few seconds or so for about half a second.

I've looked at my resources and when the freezes happen nothing changes. CPU % used stays the same, ram stays the same. It may have something to do with the new map.

Anybody have any ideas what is happening here?
